How to Procure


INTRODUCTION

Opportunities to specify and procure sustainable aggregates exist at each step of the procurement process. Typically, the procurement process may be broken down into 5 distinct steps as adopted in the OGC / DEFRA Joint note on environmental issues in purchasing.

Setting requirements upfront in the contract specification process is the key strategy 

 

 

 

GUIDANCE

The following pages present intervention points, i.e. details of what opportunities exist at a specific stage of the procurement process to incorporate requirements for sustainable aggregates.

Intervention points are linked to Model Clauses from existing WRAP procurement publications (construction sector), where more detailed information on procuring sustainable aggregates can be obtained. Sources of further information are also provided in each intervention point page.



APPLICABILITY

The underlying principles of the intervention points can be applied to most contract types, although some model clauses and guidance relate more specifically to certain contract types or construction applications. An indication of the degree of applicability in each case is provided in a table at each stage as follows.

  • Applicable. Where the guidance provided is fully applicable to a contract type.
  • Potentially applicable. Where the guidance provided may need to be tailored to suit a specific contract type, or where it may not be applicable to all contracts of a specific type.
  • Not applicable. Where the guidance provided is not applicable to a specific contract type.
