The ICE Demolition Protocol

The ICE Demolition Protocol provides a pragmatic set of methodologies to achieve resource efficiency in construction, demolition and refurbishment projects. The Protocol forms the backbone of the WRAP Demolition Module, has been incorporated into planning guidance and has been adopted and implemented across a range of public and private sector projects. This section summarises some of its key features.

In 2008, the Protocol was reviewed, with greater emphasis on how the aims of the waste hierarchy can be achieved. It describes the overarching implementation approaches for Materials Resource Efficiency (MRE) associated with demolition and construction activites and with a decision making framework which promotes:

  • Building reuse
  • Deconstruction
  • Product reclamation and reuse
  • Recycling

The Protocol provides indices which allow targets to be set for the above on the basis of area, tonnage, volume, value etc. Other new features include:

  • Site waste management plans: demonstrates how the Protocol supports compliance
  • Carbon benefits: describes how, through easily avoided haulage movements, these can be estimated easily
  • Checklist to simplify implementation

For a building/infrastructure considered to have reached the end of its useful life, the Protocol takes a client and project management team through a process which ensures that the priorities advocated by the waste hierarchy have been considered and form a part of the decision making process. The viability of approaches advocated by the waste hierarchy (waste minimisation being the first priority) will be considered when following this process - in terms of cost impacts/benfits, health and safety, logistics and the potential to deliver wider environmental benefits.

Other key features of the Protocol are:

  • It provides a framework for action through the supply chain (e.g. through tenders and contracts).
  • It provides a basis for assessing the capacity of local reprocessors to supply recovered materials and creates demand where appropriate.
  • It provides a basis for assessing the potential for procuring components/materials with recycled content.

The Efficient Use of Materials in Regeneration Projects - Regeneration Guide

The ICE Demolition Protocol is an element of the recently published Regeneration Guide and is for all parties interested in implementing requirements for the efficient use of materials in regeneration projects. It incorporates good practice:

  • In demolition: through the use of the ICE Demolition Protocol and Site Waste Management Plans
  • In new build construction through WRAP's recycled content, waste minimisation and site waste management guidance; and 
  • Between the demolition and new build phases, through on-site reclamation and recycling of materials

ICE Demolition Protocol Case Studies

The following documents represent a number of case studies developed across the UK, concentrating on the issues and opportunities resulting from implementation of the Demolition Protocol, focusing mainly on the recovery of materials for use as recycled aggregates.
